Groundbreaking for New
John King Senior Housing 

Both John King Senior Center (JKSC) and Mercy Charities Housing will host a groundbreaking celebration for the new senior housing complex to be built at 500 Raymond Avenue on Thursday, Sept. 16 at 11 a.m. 

This event will be held in conjunction with an annual senior picnic hosted by JKSC. 

John W. King Senior Community will consist of 91 one-bedroom apartments that will serve low-income seniors capable of living independently. Thoughtfully designed to enhance the existing neighborhood, the complex will provide elderly residents with easy access to an on-site support service center that will include office space for service providers, laundry facilities, an activity room, and community space. The development will also include a transportation service, a 5,000 square-foot dining room and nutrition center operated by JKSC and a childcare center serving the community. 

Part of the replacement housing for Geneva Towers which were imploded last year, the complex was designed by VanMeter Williams Pollack. James E. Roberts-Obayashi Corporation is the general contractor. 



Open House at Visitacion Valley Middle School 

On Sept. 16, 1999, Visitacion Valley Middle School will host its annual Open House from 6 to 8 p.m. Featured will be information about the school , as well as its Beacon after school programs for youth and their families and career development activities. Legal Outreach Group Assists Noncitizen Asians 

Combining the commitment of a non-profit, community-based organization with the professional services of a law office, Nihonmachi Legal Outreach (NLO) is particularly interested in reaching noncitizens receiving public benefits such as SSI or Medi-Cal. NLO is a member of the Northern California Citizenship Project (NCCP) providing legal assistance in many languages including Cambodian, Cantonese, Japanese, Korean, Laotian, Mandarin, Tagolog, Thai, Toisan, and Vietnamese primarily in San Francisco, Alameda and San Mateo counties. 

Located at 1188 Franklin St., Suite 202, NLO will help prepare citizen applications as well as applications for language, disability, and fee waivers. Staff attorneys will also accompany seniors to immigration interviews. Other services include attorney representation, consultation, community education, prevention activities and training in domestic violence, family law, sexual harassment, and services to groups.

SAT Scores Rising in School District 

High school students in the San Francisco Unified School District (SFUSD) are posting higher results on the Scholastic Achievement Test (SAT). A 1999 district-wide math score of 517 reflects a five-point improvement over 1998, with SFUSD students outperforming their peers in California and the nation in math. The 1999 district-wide verbal score of 463 indicates a seven-point improvement over the previous year. 

While the district's average verbal score is lower than the state and national average, the vast majority of SFUSD's test-takers (72 percent) learned English as a second language compared to their peers across the state (36 percent) and country (18 percent). Additionally, more than half of SFUSD's test-takers (52 percent) come from low-income families, compared to 30 percent across the state and 24 percent across the nation. These language and economic factors indicate that SFUSD students are overcoming the odds to achieve. 

SFUSD's SAT results over a five-year trend represent a 17-point increase on the verbal test and a 14-point increase on the math test. In California, the five-year trend showed an increase of just five points on both math and verbal tests. Nationally, students increased their SAT scores by one and five-points respectively over the same five-year period. 

"We are extremely proud of our students' rising test scores on the SAT," said Linda Davis, SFUSD interim superintendent. "These gains are the result of their hard work, our teachers' commitment to high student achievement and a district-wide effort to better prepare our students." 

SFUSD is committed to providing a rigorous academic environment in which all students can succeed. This positive five-year trend on the SAT test indicates that more students in the SFUSD are being prepared to go to college. 


A Look Back at Chinatown Gang Life

Growing up in San Francisco's Chinatown in the 1970s, author Bill Lee experienced the alienation born of cross-cultured tensions which made acceptance and empowerment from gang membership a refuge. Lee will lecture and read from his memoir Chinese Playground at City College at 11 a.m. in the Rosenberg Library, Room 304 on Wednesday, Sept. 15. Admission is free. 

Running with the Joe Boys, Lee and other gang members were involved in a turf war with another gang, the Wah Ching, over Chinese Playground, the symbol of dominance in Chinatown. Illegal firecracker sales, petty theft and extortion escalated to a shooting at the infamous Golden Dragon massacre in 1977 where five people died and 11 were injured. 

Though not involved, four of Lee's friends were arrested and convicted. This was his wake-up call. Today,more than 20 years later, he still struggles to elude the demons of his past. For event information, call 239-8599. 


Valley Man Dies Days After Beating 

A Visitacion Valley man died Aug. 21 at S.F. General Hospital six days after being severely beaten near the corner Blythdale Avenue and Santos Street. 

Hien Nguyen, 60, had been gathering cans for recycling on Aug. 15 when he was allegedly assaulted with a weapon by another man who quickly fled the scene but was later arrested.

*On July 14 at 9:26 a.m., a male suspect was taken into custody on Visitation Avenue and Loehr Street after it was discovered during a traffic stop that he had an expired license and a warrant. Case 990851090. 

*On July 14 at 12:28 p.m., an Ingleside officer on patrol near Chennery and Thor observed a male suspect driving a vehicle which was following a female who was jogging in the area. The officer felt this was suspicious and upon detaining the suspect it was discovered that he had a billy club under the seat and no valid license. Case 990851959. 

*On July 14 at 3:10 p.m., the victim reported on the 600 block of San Jose Avenue that an unknown suspect somehow opened the front door and stole a vase. No damage to the door was discovered. Case 990852684. 

*On July 14 at 9:42 p.m on the unit block of Bradford Street the victims reported that on July 3, 1999 the suspect "Jim" identified himself with a SAFE business card and was inquiring about crimes in the area. Jim then began soliciting the victims for $8 for his daughter's basketball league. The victims didn't think to report it until they were told that other neighbors and other districts were also scammed by "Jim." In a letter, the victims were told to contact Officer Perillo #1371 (558-5404) of Mission Police Station if anyone had contact with him. Case 990854204. 

*On July 15 at 7:42 a.m., officers assigned to the Sunnydale housing projects observed a male suspect commit a traffic violation and stopped the vehicle on the 1500 block of Sunnydale Avenue. It was discovered in the suspect's vehicle that he had stolen checks and false identification making material. The suspect was arrested for the items in his vehicle along with a parole hold placed upon him. Case 990855644. 

*On July 15 between 10:00 and 11:00 a.m the victim who resided on the unit block of Calgary Street was approached by the suspect "Lisa" at the front of his home. Lisa stated that she worked for a nursing agency and requested to see the victim's medications. While the victim retrieved his medications he observed Lisa go to his dresser twice. After Lisa left the victim was asked by his wife where the rent money which had been on the dresser was. Suspect described as black female, 30 yrs., 5'11", black hair, brown eyes, long mid-back length hair, green/gray dress, and claiming to be from "West Bay Home Health Services." Case 990862081. 

*On July 15 at 11:35 a.m., Ingleside officers arrived on the 3300 block of Mission Street on a report of a citizen holding a prisoner for theft. A female suspect was booked for theft with prior convictions as she was observed by store security for taking ointments and meat without paying. Case 990856131. 

*On July 15 between 12:30 p.m. and 2:30 p.m. on the 700 block of Naples Street the suspect preyed open the metal gate then climbed through an open window. Each bedroom door which was locked was preyed open with a knife and jewelry and clothing were taken. No suspect description available. Case 990857838. 

*On July 15 at 5:36 p.m. on the 600 block of Cayuga Street, Ingleside officers took a male suspect into custody when they responded to a disturbance call and observed in plain view a loaded firearm where small children were present. Case 990858585. 

*On July 15 at 10:26 p.m. an officer arrived at Mission and Harrington Streets on a report of a theft from a coin box at a parking lot. While obtaining a suspect and vehicle description another reportee told the officer of a person breaking into parking meters around the corner. The officer observed a male suspect working on a meter then drop something to the ground. The suspect was detained and $181.00 of coins were found in his jacket/pants pocket. The suspect was positively identified by both reportees and was booked for theft with prior convictions, possession of burglary tools, and destroying evidence which he did when he threw an object over a fence when he saw the officer. *On July 16 at 12:00 p.m. on the unit block of Santos Street, the victim reported to be involved in an altercation with the two suspects and was struck in the face five times with a crowbar. Suspect #1: Samoan male, 25-35 yrs., 6'0", 240 lbs., black hair, brown eyes, wearing gold "fubu" shirt, and blue jeans. Suspect #2 Samoan male, 25-35 yrs., 5'10", 300 lbs, and a white tee-shirt. *On July 17 at 6:45 a.m. on the 1600 block of Sunnydale Avenue, officers responded to an alarm call to discover a side window broken and food items scattered about the front of the building. A witness reported seeing to suspects carrying a refrigerator from the building from a side entrance door, placing it in their vehicle and driving away. Both suspects described as black males, 28 yrs., 5'6", one wearing a black leather coat, and the other brown shirt and blue jeans. The suspect vehicle was an older salmon colored truck. *On July 17 at 9:45 a.m., Ingleside officers observed a vehicle double parked on Vienna and Persia Streets for a short while. As a citation was being prepared, a male suspect came from his home and said he would move it. The officers observed the suspect to be under the influence of alcohol and when he became abusive to the officers who would not let him move the vehicle, he was placed under arrest. It was discovered that the suspect had multiple outstanding warrants. Case 990865182. 

*On July 19 at 9:20 a.m. Ingleside officers responded to the unit block of Leland Avenue on a report of a dispute which was resolved between a female suspect and the other party. The officers remained in the area and observed the suspect in traffic yelling and attempting to kick passing cars. The officers attempted to take the suspect into custody for being drunk in public when a fight ensued between the officers and the suspect. One officer was injured and the suspect was booked on felony assault to an officer. Case 990872347. 

*On July 20 at 12:29 a.m. Ingleside officers were in the area of Santos Street and Brookdale Avenue observed a stolen vehicle being driven by a male suspect. The suspect stopped the vehicle and started walking away ignoring the officers commands. The officers confronted the suspect and a struggle ensued for over a minute and the suspect was taken into custody. The suspect was booked for stolen auto, parole violation, resisting arrest, receiving stolen property, and driving with a suspended license. Case 990586175. 

*On July 20 at 10:55 a.m. on the 900 block of Geneva Avenue, a male suspect was arrested during a traffic stop for a warrant. A search incident to arrest revealed the suspect ad marijuana in his pocket. Case 990877767. 

*On July 20 at 1:30 p.m at Kelloch and Velasco Streets, a male suspect was arrested for marijuana and a warrant. Case 990878834. 

*On July 20 at 1:35 p.m. on San Bruno and Paul Avenues, an Ingleside officer took a male suspect into custody for a warrant. Case 990879199. 

*On July 20 at 2:30 p.m. An officer responded to the area of Teresita Blvd. and Bella Vista on a report of a male with an orange jacket in the rear of residents yards. A male suspect matched the description and was taken into custody for an outstanding warrant. Case 990878765. 

*On July 20 at 3:46 p.m. on Santos Street and Blythdale Avenue, Ingleside officers conducted a traffic stop and arrested a male suspect for an outstanding warrant. Case 990879503. 

*On July 20 at 7:40 p.m on the 800 block of Rutland Street, officers arrested a male suspect for possession of marijuana. The suspect was on probation and had a consent to search condition. Case 990880851. 

*On July 20 at 11:04 p.m. on the unit block of Leland Avenue, officers arrested two male suspects for possession of a crack pipe and a warrant. A third suspect was booked for a warrant. All were being detained for drinking in public. Case 990880704.*On July 20 at 11:15 p.m. on the 1700 block of Sunnydale Avenue, housing security made a citizens arrest upon a male suspect for possession of cocaine. Subsequently the suspect's parole was also violated. Case 990881542. 

*On July 21 at 12:28 a.m. on Geneva Avenue at Carter Street, the victim reported that as she was about to enter the gate to her building she saw three female suspects near her. The victim asked the suspects what they wanted when they surrounded her, took the victims purse, and ran away. All the suspects were described as black females between the ages of 18-22 yrs., all wore black puffy jacket, black jeans, and one suspect wore a red bandanna. Case 990881702. 

*On July 21 at 6:15 p.m., the victim reported that on Bayshore Blvd. and Sunnydale Avenue he was flagged down by a man claiming to be "Rick." The victim thought it was his grandson who he had not seen in 10 years and brought him to his home. After a short while the suspect went to smoke a cigarette and was seen leaving the victims bedroom. The suspect left immediately after and it was discovered that cash was missing from the victims room. The suspect was described as a black male 20-30 yrs., 5'8", 190 lbs., black hair, brown eyes, wearing red nylon jacket, sweatpants, dark rimmed glasses; driving an 80s Mercedes sedan, yellow and 4 doors. *On July 21 at 10:20 p.m. on the 200 block of Blythdale Avenue, a neighbor dispute occurred in which a male suspect was said to have brandished a firearm at the victims. Ingleside officers responded and detained the suspect and located a loaded firearm in his vehicle. The suspect was booked for possession of a loaded firearm, aggravated assault, and probation violation. Case 990886376. 

*On July 22 at 12:01 a.m., undercover officers were in the area of Mission and Whittier Streets when they observed a vehicle being driven in a reckless manner by a male suspect. A pursuit began and the suspect nearly collided with two separate vehicles in two separate intersections. The officers canceled the dangerous pursuit but the vehicle and the suspect were spotted in the Sunnydale housing projects where the suspect was arrested and booked for reckless driving and a parole warrant. *On July 22 at 8:50 p.m. the victim was walking on the 100 block of Raymond Avenue when suspect #1 came from a stairwell and told the victim to give him his wallet. A struggle ensued when suspect #2 joined in and said to suspect #1 "show him the gun." The victim was brought to the ground, kicked about the body, and his wallet taken which contained cash and cards. A witness provided officers with a license plate that the suspects fled in. Suspect #1: black male, 20-25 yrs., 5'11", 200 lbs., black hair, brown eyes, wearing red/black ball cap, red bandanna over face, red pendalton shirt, brown pants. Suspect #2: black male 18-20 yrs., 5'10", 140 lbs., black hair, brown eyes, dark complexion, clean shaven, dark pendalton, blue jeans. Case 990890907. 

*On July 23 at 7:21 p.m., an officer on patrol observed a male suspect driving at a high rate of speed on Castillo and Geneva Avenue. A traffic stop revealed that the suspect did not have a valid license. On a search incident to arrest the officers found marijuana in his pocket and a counterfeit money. Case 990895537. 

*On July 23 at 7:30 p.m. on the 100 block of Madrid Street, a suspect broke a front door to a home and took cash. Case 990895480. 

*On July 24 at 1:40 a.m., two Ingleside sergeants were conducting a passing call through Crocker Park when they observed a male suspect sitting in his vehicle. The sergeants approached the car and saw a rock of crack cocaine in plain view on the dashboard. The suspect was arrested and a search of the vehicle incident to arrest revolute two more rocks of crack on the floor. Case 990896579. 

*On July 24 at 3:21 a.m., officers accepted the arrest from security within the Sunnydale housing projects of a male suspect who was observed in a drug transaction on the unit block of Santos Street. The suspect was booked for a cocaine offense and battery upon the security officer. Case 990896739. 

*On July 24 at 10:29 a.m at Powhattan and Prentiss Streets, officers responded to the area regarding drug dealing. A male suspect who matched the description given agreed to a consensual search. An officer discovered that he had heroin in his pants pocket. Case 990897577. 

*On July 24 at 11:58 a.m., a male suspect came to Ingleside station and turned himself in for a warrant. Case 990897890. 

*On July 24 at 4:46 p.m., Ingleside officers were on patrol in the area of 900 Ellsworth Street when they were flagged down by four females who claimed that a female suspect who was standing near by had just shot at them. The officers observed a firearm in the suspect's hand and she fled on foot. The suspect was detained after she passed the firearm to another resident which was later recovered. The suspect and the four female victims had been fighting over a boyfriend and the suspect had fired two shots at the females just a minute prior to the officers arrival. Case 990899006. 

*On July 24 at 5 p.m. on the 200 block of Blythdale Avenue, a male suspect was taken into custody for arson of a vehicle. Case 990897129. 

*On July 26 at 8:41 p.m., Ingleside officers arrived on the 2200 block of Bayshore Blvd. on a report of a fight involving a gun. After witnesses were located it was determined that a male suspect who worked in the store chased a second suspect from the store after Suspect #2 pushed him. Suspect #1 was reported to retrieve a firearm from his waistband and Suspect #2 and he began fighting. Officers recovered the firearm and Suspect #1 was booked for the exhibiting charge as well as a warrant. Case 990908033. 

*On July 26 at 10:14 p.m., Ingleside officers accepted the arrest of two male suspects from security for the Sunnydale housing. The security observed a drug transaction on Sunnydale Avenue and Hahn Street and discovered one of the suspects had crack cocaine. Case 990908005. 

*On July 27 at 10:50 a.m. the victim was home on the 200 block of Juanita Street when she heard knocking on her front door, pounding on her garage door, and sounds of someone jiggling the door handle to her rear door. As the victim went to the rear door she shouted and Suspect #1 fled over the fence to her home. She then shouted to Suspect #2 and saw Suspect #3 yelling for the other to suspects to flee. All three suspects described as black females, 18-20 yrs., heavy set, blue jeans. Suspect #1 wearing maroon bandanna, gold sweater, jean jacket. Suspect #2: bleached blond hair, possible braid across top of head. Suspect #3: no further. Case 990909774. 

*On July 27 at 12:55 p.m., Ingleside officer accepted the citizens arrest of a female suspect for shoplifting. The suspect was booked for the above along with a warrant. Case 990910408. 

*On July 27 at 5:00 p.m. On the 4300 block of Mission Street, the victims reported that four unknown armed suspects pulled up in front of the store in a Chevrolet Astro van which was blue with black molding on the sides and tinted windows. The suspects entered the store and demanded that the safe be open. When no money was discovered in the safe the suspect made one victim strip naked, took money from several victims wallets and, struck them on the heads with the guns. The suspects broke open the display cases and stole electrical equipment. Suspect #1 was a black male, 5'10", 200 lbs., wearing black ski mask, pants, dark jacket and pants, dark brown plaid shirt, armed with a rifle. Suspect #2 described as a black male, 5'6", 160 lbs., black ski mask, pants, and shoes, armed with a .22 caliber hand gun. Suspect #3 was a black male, 5'6", 150 lbs., wearing black clothing, and armed with a handgun. Suspect #4 was a Hispanic male 5'4", 170 lbs., wearing black ski mask, dirty clothing, and a small semi-auto handgun Case 990912028. 

*On July 27 at 9:32 p.m., Ingleside officers were on the 100 block of Leland Avenue when they heard a vehicle horn being used excessively. When the officers approached the vehicle they could smell marijuana from the vehicle and detained both parties who were in the vehicle. Three baggies of marijuana were located under the passenger seat and a male suspect claimed ownership and was cited and released at the scene. Case 990912705. 

*On July 27 at 10:34 p.m. on the unit block of Leland Avenue, the victim returned home to discover electrical assistance missing from his home. He reported that he had lost his house keys earlier in the day and there were no signs of forced entry. Case 990912987. 

*On July 28 at 2:00 a.m., Ingleside officers arrested a male suspect on the 400 block of Edinburgh Street for attempted burglary of a vehicle. Case 990913363. 

*On July 28 at 11:45 p.m. on the 1900 block of Sunnydale Avenue, security observed a male suspect urinating in public. The suspect agreed to a consensual search where security retrieved crack cocaine in his pant pocket. Ingleside officers accepted the arrest. Case 990917818. 

*On July 29 between 7:50 a.m. and 6:00 p.m on the 300 block of Trumbell Street, the unknown suspect preyed open the rear door of the home and stole jewelry, clothing, and food. Crime scenes was notified. Case 990921671. 

*On July 29 at 12:45 p.m., the victims returned home after a short walk to their home on the 500 block of Campbell Street to discover that cash, a Play Station, and games were missing from their home. The victims said they left their front door open however the front iron gate was locked. The officer saw no sign of forced entry. Case 990919632. 

*On July 29 at 5:00 p.m. on Sunnydale Avenue and Hahn Street, security observed two male suspects loitering. As the security attempted to contact them, Suspect #1 took a fighting stance and Suspect #2 threw a bottle at them. The security chased them on foot and took them into custody. Suspect #1 began making threats towards a security officer which he was able to capture on tape. Ingleside officers accepted the arrest and located warrants for both suspects. Case 990921455. 

*On July 29 at 7:00 p.m., Ingleside officers responded to the area of Sunnydale Avenue and Talbert Street on a report of a person with a gun. The victims were located who stated that they became involved in an argument with the three suspects over a dog. Suspect #2 took a knife out of Suspect #1's back pack and began yelling "come on." Suspect #2 then grabbed a long barreled handgun from Suspect #1's backpack and brandished it at the two victims. All three suspects then fled on Talbert St. All the suspects are described as Filipino males, 13-15 yrs., with black spiked hair. Suspect #1: 5'3", 150 lbs., black coat, blue jeans. Suspect #2: 5'10", 135 lbs., green or brown sweatshirt with hood, blue jeans, black tennis shoes. Suspect #3: 5'1", 115 lbs., blue coat. Case 990921916. 

*On July 30 at 4:05 p.m. on the 600 block of Campbell Street, officers searched the home after the victim discovered the inside of her home ransacked. It was determined that the suspect broke into the front door with a prying object and preyed open the door leading to the downstairs in-law apartment. Cash, jewelry, and a camcorder were taken. No suspect information. Case 990925435. 

*On July 30 at 9:15 p.m., officers were observing the unit block of Harvard Street for drug activity when they observed a male suspect who began to drive his vehicle from the observed home. The officers had prior drug related contacts with the suspect and were aware of his suspended license status. The vehicle the suspect was driving failed on him and as the officers approached the vehicle they observed the suspect throw a small package on the floor then saw him attempt to destroy it with his foot. The officers retrieved heroin and crack pipes from the suspect. Case 990926734. 

*On July 30, 1999 at 10:42 p.m. the victim reported on the 200 block of Naylor Street that while away on vacation the suspect made entry into the home by prying the front door. The officers did not notice any damage to the metal iron gate and that only a certain area of the home was ransacked where a large amount of cash was. The responding officers felt the suspect had knowledge of the home. Case 990926944. 

*On July 31, 1999 at 6:33 a.m., on the 3100 block of Mission Street, Ingleside officers responded to an alarm call and discovered the front window of the store broken with a brick. After a search of the premise and no suspect located the manager entered to discover that two stereos were taken. Case 990927704. 

*On July 31 at 11:50 a.m., Ingleside officers responded to the 1900 block of Sunnydale Avenue on a disturbance call where they came into contact with a male suspect who had a warrant. Case 990928473. 

*On July 31 at 8:46 p.m., Ingleside officers responded to the 300 block of Paris Street on a vandalism call. The victim reported that he and a male suspect were in an argument when the suspect became enraged and chased him. When the suspect could not catch the victim, he began beating on the victim's car with a stick. The officers located the suspect in his home and took him into custody after a citizens arrest was placed against him. The suspect also had a warrant. Case 990930268. 

*On Aug. 1 at 2:33 a.m., Ingleside officers were detaining four suspects including a male suspect on report of a person with a gun call on the unit block of Brazil Street. One officer observed gang graffiti on the wall near the suspect, that he had the same color paint on his hand, and the spray can approximately 20 feet from the suspect. Case 990931131. 

*On Aug. 1 at 10:42 a.m. on the 100 block of Brookdale Avenue, the unknown suspect broke the front window of the residence and took jewelry and electrical equipment. The suspect then left through the front door. Case 990931620. 

*On Aug. 1 at 1:38 p.m., on the 2600 block of Bayshore Blvd., a store employee observed two suspects walking out of the store with a TV in their arms. When the employee asked if the TV was paid for the two suspects ran to a waiting vehicle with the TV and drove away. The suspects were described only as a black males. The vehicle was described as an 1986 Honda Civic, light blue, CA/1PKT008. Case 990932220. 

*On Aug. 1 at 10:55 p.m., two Ingleside sergeants observed two motorcycles in a hotel parking lot on the 500 block of Carter Street. A computer check revealed both the plates to be stolen. One male and one female suspect at the hotel claimed ownership of the bikes. The sergeants observed a methamphetamine pipe in plain view and after more questioning it was discovered that the male suspect and a third suspect were both in possession on the drug. Both were arrested and parole holds placed on them. The female suspect was arrested for the stolen plate, equipment stolen property, and visiting a place where narcotics were present. *On Aug. 2 at 4:20 a.m., officers responded to the unit block of Goldmine Drive per a request of the fire department who had just extinguished a burning vehicle. The fire captain stated that the vehicle fire was suspicious as the tires had been flattened and appeared that an accelerant was used to start the fire. No suspect description available. *On Aug. 2 between 9:00 a.m. and 7:00 p.m. on the 300 block of Trumbull Street, the victim reported that the unknown suspect entered her home from a side window and stole jewelry. Case 990943606. 

*On Aug. 3 at 9:27 a.m. on the unit block of Brookdale Street, the victim returned home after being away over night to discover her kitchen window broken and $400 missing from her dresser. Case 990939931. 

*On Aug. 3 at 11:03 p.m., Ingleside officers were in the area of San Bruno Avenue and Bacon Street when they observed a vehicle which was being driven by a female suspectwas stolen. The officers conducted a felony stop and the suspect was taken into custody without incident. An arrest search revealed marijuana in the suspect's pant pocket. Case 990943114. 

*On Aug. 4 at 1:29 a.m., Ingleside officers conducted a traffic stop at Sunnydale Avenue and Hahn Street and identified the driver as a male suspect who had a suspended license. On a tow inventory of the vehicle marijuana was located in the center console. Case 990943766. 

*On Aug. 4 at 7:41 p.m. on the 1200 block of Athens Street, an unknown suspect used a picking device to gain entry to the rear on the home and took auto parts and tools. The suspect then fled through the garage door which was shut but unlocked. Case 990947467. 

*On Aug. 5 at 4:45 a.m. on the 300 block of Monterey Blvd., two suspects were captured by a garage camera driving into the secured garage looking into vehicles and removing what appeared to be tools into their vehicle. A reportee thought she recognized a suspect who had been "selling magazine subscriptions" the day prior. Suspect #1 described as black male, 5'9", 170 lbs., black hair. Suspect #2: white male with dark clothing. Case 990948932. 

*On Aug. 5 at 9:35 a.m. on the unit block of Leland Avenue, the victim was assisting a customer who paid with a large bill. The victim pulled his cash box from under the register and was being watched by Suspect #1 from the aisle. After assisting another customer the victim realized a mistake he made in change and went out of the store to correct his mistake. The victim returned to the store to discover his cash box missing. The store camera captured the suspect taking the cash box. Suspect #1 described as a Hispanic female, 40 yrs., wearing a black jacket. Case 990949106. 

*On Aug. 5 at 1:40 p.m. Ingleside officers accepted the arrest of a male suspect for burglary on the 4600 block of Mission Street. The officer was told by security that the suspect had placed items from the store into a plastic bag then left the store without paying, and was detained outside. The suspect also had a warrant. *On Aug. 5 at 1:56 p.m. On Visitacion Avenue and Bayshore Blvd., Ingleside officers effected a sergeants stop on a vehicle which ran a red light. The driver who was later identified as a male suspect had a suspended license and a search incident to arrest revealed marijuana in his shirt pocket. Case 990950329. 

*On Aug. 5 at 7:00 p.m., the victim was on the 1500 block of Felton Street when the two suspects came up from behind and pulled her purse from her shoulder. Suspect #2 then came up from behind the elder victim and kicked her on the thigh. Both suspects described as black males, 30-35 yrs., and 5'10". Suspect #1 had black hair, wearing a black windbreaker, and tennis shoes. Suspect #2: dyed blond hair and wearing a blue windbreaker. Case 990951822. 

*On Aug. 5 at 8:56 p.m. on the 700 block of Portola Avenue, the victim reported that a male suspect entered the store with a mask over his face and a black semi automatic in his right hand. The suspect demanded the cash from the register, the victim complied, then the suspect fled from the store in an unknown location. The suspect was described as a male, 5'6", 140 lbs., wearing a halloween mask with scars, wearing a white hooded black jacket with a stripe crossing the chest, and black pants. Case 990952165. 

*On Aug. 7 at 5:00 p.m., Ingleside officers accepted the citizens arrest from security of a male suspect from the unit block of Brookdale Avenue. Security responded to a report of a fight and detained all parties involved including the suspect. A search for weapons was conducted for safety and crack cocaine was discovered in the suspect's pants pocket Case 990959569. 

*On Aug. 7 on Ocean Avenue and Persia Street, Ingleside officers conducted a traffic stop on a vehicle which had a mechanical violation. As the officers approached the vehicle they observed two male suspects attempting to put something in their waistband and between their seat. The occupants were pulled from the vehicle for safety reasons and a search was conducted revealing a large amount of marijuana in one suspect's pocket and additional marijuana where the other suspect was seen to be reaching. Case 990960180. 

*On Aug. 8 at 1:30 a.m., two undercover officers arrested a male suspect for an outstanding warrant which they had knowledge of on the 4500 block of Mission Street. A booking counter search revealed marijuana in his pants pocket. Case 990961025. 

*On Aug. 8 at 6:43 p.m. on the 3700 block of San Bruno Avenue, the reportee stated that he had been house sitting and discovered at the reported time that the unknown uspect had pried open the security bars to the home, broke the window, and took an undetermined amount of items. Case 990963106. 

*On Aug. 12 at 10:05 p.m., two Ingleside officers came into contact with a male suspect on Blythdale Avenue and Santos Street and arrested him for an outstanding warrant Case 990983706. 

*On Aug. 12 at 6:25 p.m., Ingleside officers observed a vehicle which was taken in a carjacking drive past them on Felton and Peru Streets. The driver of the vehicle, a male suspect, attempted to evade the officer by driving in a reckless manner on city streets and the freeway. The suspect's vehicle failed and he was taken into custody without further incident. Case 990975797.

Serial Rapist Faces 32 Years in Prison 

San Francisco District Attorney Terence Hallinan on Aug. 13 applauded the conviction of an aggressive serial rapist who attacked his victims after rendering them unconscious with a potent and dangerous drug. 

Angel Flores, 45, was found guilty of nine felony counts stemming from his assault on four women that included forcible rape, giving an intoxicating drug or anesthetic
substance to someone, false imprisonment and sex with a person who is unconscious. The charges yield a maximum sentence of 32 years in state prison. 

"This is an extremely important verdict," said Hallinan. "Flores is a vicious sexual predator and very dangerous. He showed absolutely no regard for any of his victims, who were left forever scarred and could have easily been killed by this. It is fortunate he was convicted before that happened. 

Flores was convicted of luring his victims to his home or workplace and then drugged them with champagne laced with the powerful drug known as GHB. The drug, an anesthetic made from red dye and nail polish, causes immediate unconsciousness. Each victim said they had taken only a sip or two of the drink before passing out. 

After the women were chemically subdued, Flores would rape them, sometimes for hours before the drug would wear off and the victims became aware of what had happened to them. Each victim testified that when they woke up they found themselves engaged in sexual intercourse with Flores, who was completely nude. 

Flores claimed that he never used the drug and that, despite the victims' protest to the contrary, all sex had been consensual. However, his claims were discounted during trial. 

"I never had a defendant that you could so effectively cross examine and prove that he was lying," said Assistant District Attorney Linda Klee, the prosecutor during the three-week long trial. 

It took the jury less than a day to reach a verdict which Klee said was the first ever in California for a case like this when there was no physical evidence of the suspected drug. 

"The problem with the drug is that it goes through the (body) so fast, it is almost impossible to find it in the victim," said Klee, who said the drug, which can knock out its victim for several hours, typically has dissipated by the time the victim wakes up. "And this stuff can kill you. We had experts testify that during the course of one year, 47 people died after being given GHB. 

"It is a bad drug and I consider this guy to be a serial rapist," said Klee. "Flores had more victims than just these four women but we weren't able to get testimony from all of them in court. Thank goodness the jury didn't need to hear anymore." 

Doctor Arrested on 23 Counts of Burglary, Theft and Credit Card Fraud 

Districy Attorney Hallinan announced on Aug. 18 the arrest of a San Francisco doctor on charges she stole credit cards and jewelry from four fellow physicians at the University of California at San Francisco Stanford Medical Center. 

Wanda N. Heffernon, 40 of Richmond, was arraigned in San Francisco Superior Court on one count of first degree burglary, seven counts of second degree burglary, six counts of forging a credit cardholder's signature, four counts of unauthorized use of credit cards, four counts of grand theft, and one count of possessing stolen property, all felonies.She entered pleas of not guilty to all charges. 

She was released from custody after posting $45,000 bail. If convicted of all counts, Heffernon faces a maximum penalty of 10 years in state prison, a fine of $10,000 and a civilly-enforceable order of full restitution. 

Heffernon, an anesthesiologist, is accused of stealing credit cards from her fellow doctors' wallets while they were left in the room at Moffitt Hospital that contained lockers for the doctors while they worked. Between February and July of this year, four different doctors had a credit card taken out of wallets left in the "Fellows Room." No other credit cards or cash were removed from the wallets. 

Subsequently, each of the four victims learned of unauthorized charges made on their stolen credit cards at Macy's either at San Francisco Stonestown or Corte Madera stores. Eventually, the doctors talked to each other and learned they were all victims and decided to investigate on their own. They went to Macy's and ascertained what specific items had been charged, and then they found those items in the store and photographed them. The doctors then noticed the women's clothes purchased were in a particular size and tried to determine who fit that size garment among the limited number of doctors and staff that had access to the room where the thefts had occurred. That led them to suspect Heffernon, who wore that size clothing. They also noticed her wearing what appeared to be some of the items purchased at Macy's with the stolen cards. 

In June, Heffernon had a house warming party at her newly-purchased home in Richmond. While there, these same doctors noticed additional items. 

Maximum Sentences for Worst Cocaine Trafficking in 10 Years 

District Attorney Hallinan on Aug. 24 applauded the stiff prison sentences levied against three narcotics smugglers who carted huge amounts of cocaine--with an estimated street value of $2 million--from southern California to San Francisco. 

The ringleader, Ramon Beltran, 50, was sentenced to 14 years in state prison. His cousin Adelmo Beltran, 45, and Isidor Espinoza, 32, were sentenced to 11 years each. All three were convicted for possession, transportation and conspiracy to transport 22 pounds of cocaine along Highway 5, a notorious corridor for drug trafficking. 

"These sentences are important because, hopefully, they will severely impede the flow of drugs from southern California to northern California, especially into San Francisco," said Hallinan. "We are sending a message that, with regard to drug trafficking, San Francisco is a dead-end. We are vigorously working to stop that illegal trade in its tracks." 

The sentences were the tail-end of an elaborate surveillance scheme that tailed the trio from San Francisco to Los Angeles and back again. A team of undercover police officers tracking the men saw them load cocaine into a Toyota Corolla, hiding the dope in the car's back door panels. 

They then drove the car up Highway 5, long renowned as the major transportation route for illicit drugs that enter from Mexico destined for southern California and beyond.
Their cargo, 22 pounds of cocaine, was eventually seized, representing the largest cache of cocaine in this country in more than 10 years. 

"It was a 15-hour surveillance and to follow somebody that long is a problem in and of itself," said San Francisco Police Lieutenant Kitt Crenshaw, who headed the four-officer undercover team. "We had to use radios and telephones to coordinate our movements. It was quite an ordeal. But it shows we have the means, the will and the time to track down these kind of major drug cases." 

Assistant District Attorney Dennis Morris, who prosecuted the case, said the convictions were the result of a complicated but well-orchestrated effort between various police agencies and the district attorney's office. Morris is certain the sentences will serve as a strong deterrent to other would-be drug smugglers eyeing San Francisco as a marketplace. 

"This signals that we are prepared and willing to intercept and prosecute," said Morris. "There is no easy road in and out of San Francisco for dope dealers."
