Needed for Visitacion Valley Neighborhood Day
Organizers of Visitacion Valley's second annual Neighborhood Day, scheduled for Saturday, Aug. 7, are calling for volunteers to assist with various committees created to help make the event run smoothly. This year's event will center on three Valley locations: Visitacion Valley Family School, the Elementary School playground, and Visitacion Valley Park and will be held from 10 a.m. to 5 p.m. Theme of this year's Neighborhood Day will be Celebrate Diversity, with the celebration committee hoping to distribute announcements for the event in Samoan, Spanish, Chinese, Vietnamese and Tagalog. Organizers are also considering to have the event videotaped and to have Neighborhood Day tee-shirts. Several working committees organized to handle various aspects of the event include: a production committee to handle a stage and equipment for entertainment; a safety committee to coordinate with the police department and volunteers to create a safe environment for all participants; a fundraising committee to handle the event's various expenses; a public relations and outreach committee to coordinate media outreach; a service provider coordination committee to inform service providers in the neighborhood of the event; and separate committees to coordinate the day's entertainment, food and refreshments, and clean up after the event has ended. A small parade is also being planned in conjunction with the event. Next meeting of the Neighborhood Day planning committee is scheduled for Tuesday, July 13 at the Visitacion Valley Community Center. Further information is available by calling 274-6763. VVES Graduates Promoted to Middle School Congratulations were in order for 81 fifth-graders graduating from Visitacion Valley Elementary School (VVES) who were promoted on June 4 to middle school. Keynote speaker Jorge Contreras, director of the Latino Family Center and counselor at City College of San Francisco shared with the youngsters his personal life experiences while giving them both sound advice and encouragement. Having set a goal to extend its support to fledgling congregations and missions in various parts of the world, Visitacion Valley's Foundation for Christian Education has already made contributions to several congregations by providing funding and influential books and magazines extolling virtues of the Christian faith. Recent beneficiaries have sent the Foundation letters of appreciation for its assistance, included four organizations located in the Philippines: Tribal Mission Philippines, Inc.; First Evangelical Church, located in San Pablo City; Jesus Lives Christian Ministry of Caloocan City; and the Good Seed United Methodist Church, located in Minalan City. Since its inception in January 1997, the Foundation has actively sought donations from various sources to assist in its cause to spread the Word of God. their faces robbed the Visitacion Valley Post Office just before noon on
June 30.
When leaping back over the counter, the masked man nearly missed stepping on a female customer still lying on the floor who was carrying an infant in a harness on her back. Both men then fled through the front door onto Leland Avenue. Authorities are offering a $50,000 reward for any information leading to the arrest and conviction of both robbers. New Program to Make Loans to Small S.F. Businesses An innovative new $1 million program aimed at making loans to San Francisco's smallest businesses was announced on June 3 by the Southeast Asian Community Center (SEACC) and Supervisor Mark Leno at the Fillmore Street shop where Mayor Willie Brown buys his hats. The San Francisco Microloan Program will provide loans averaging $10,000 to new and existing businesses, with a focus on businesses that serve low to moderate-income census tracts or are owned by minorities, women or veterans. The announcement was made at Mrs. Dewson's Hats, a small business customer of Bank of America, at 2050 Fillmore St. "Traditionally, women and minorities have had the hardest time getting loans for their businesses, and very small loans are even more difficult to obtain," said Barbara Desoer, Northern California Banking Group president for Bank of America. "This program is unique because its the only program sponsored by a single bank which makes loans to entrepreneurs who might otherwise have a difficult time finding financing." Over a three-year period, Bank of America will provide $300,000 for a loan loss reserve and administrative support for the San Francisco Microloan Program. With the money provided by Bank of America for the loan loss reserve, which protects the lender from potential loan losses, the SEACC will be able to participate in the microloan program to make up to $1 million of small business loans. Under the program, the program will make a low interest loan to SEACC that will be re-lent to small businesses in San Francisco. In addition, Bank of America will help market the program and refer potential borrowers to the SEACC, which has successfully operated a microloan program since 1993. "Bank of America is a leader in working to find ways to broaden access to small business loans, including microloans," said Supervisor Mark Leno. "This program works beautifully because the money the bank is giving will be leveraged into a $1 million loan fund for San Francisco, and it's happening through the partnership of a private company, a government agency and a local community organization." Recently, Bank of America and two nonprofit community development corporations--Citizens Housing Corporation (CHC) and Tenderloin Neighborhood Development Corporation (TNDC)--teamed with the Mayor's Office and the San Francisco Redevelopment Agency to announce a $6 million contribution that will enable a site at Tenth and Market streets to be transformed into one of the City's largest-ever affordable housing and mixed-use developments. The Microloan Program is expected to open its office in late summer and begin making loans in September. Metro Survey Finds More Trains, Fewer Delays A survey of 5,400 Muni Metro riders during a two-week period in May shows shorter delays and more multi-car trains in service over a similar baseline survey conducted last December. Goals of the second survey were to gauge whether riders had noticed improvements and in what areas since the first survey, and to prioritize passengers' concerns for future efforts. Of those riders surveyed: 36 percent have noticed more multi-car trains in use; 48 percent have experienced fewer delays in the tunnel; 52 percent say that delays, when they do occur, are typically shorter; and 45 percent say they generally wait less time for their trains than they did six months ago. "These numbers indicate that, step-by-step, we are making progress on improving Muni Metro," said Mayor Willie Brown. "However, i want to emphasize that we have a distance to travel before San Francisco has the first class transit system it deserves." Results of the survey were compiled from forms distributed at Muni Metro stations, at major Metro stops and on the trains themselves. Riders were also able to respond online at the Muni Metro Delivery Team's website at www.sf.munimetro.org. The profile of respondents closely matched actual Muni Metro ridership. For instance, 76 percent identified themselves as peak riders, and these riders reported a greater awareness of change than did non-peak riders. "This makes sense, because we have focused our attention on improving service and reliability during peak commute hours," said Muni General Manager Michael Burns. "In the last six months, we have targeted those areas of most concern to Muni Metro riders. In addition, the number of respondents on each Metro line closely matched a breakdown of total ridership. On the N-Judah line, 1,946 responded; on the M-Ocean View, 1,782; on the L-Taraval, 1,757 responded; on the K-Ingleside, 1,520 responded; and on the J-Church, 881 responded. "Years of neglect cannot be alleviated overnight," added Burns, "but I am confident that with the Mayor's support, we will continue to move forward." The two victims stated that they were inside the bar when one of them accidentally bumped into the suspect. The suspect attempted to fight one of the victims inside the bar. Both victims decided to leave, at which time they were followed outside and assaulted by the suspect and his friend. The victims sustained cuts and bruises, which required medical attention. The victim sustained visible injuries to her hands. Suspect is described as a black male adult, 22-24 years, 6'2", 160 lbs, wearing thick glasses, white wool cap, black jacket and blue jeans. When the officers arrived, they found the suspect being detained by the victim, a Private Security Guard. The victim told the officers that the suspect shot at him while he was conducting routine patrol in the area. A search of the suspect yielded a semi-automatic handgun and narcotics. The male suspect was booked for assault with a deadly weapon, felon in possession of a firearm, and narcotics possession. Case 990644215. *On May 28 at 12:42 a.m. on Mission at Whittier, while conducting a traffic detour at the scene of an earlier accident, officers observed a male suspect speeding and swerving from lane to lane with the headlights off. The officers motioned the suspect to pull over. Upon contact, the officers detected a strong odor of an alcoholic beverage coming from the suspect. When the officers opened the driver's door with the intent of removing the ignition key, the suspect suddenly accelerated, causing the door to strike the officer. Suspect #1 described as a Filipino male adult, 26 yrs., 5'4", 145 lbs., wearing a blue jacket and armed with a .22 caliber black handgun. Suspect #2 described as an Asian male adult, 29 yrs., 5'6", 200 lbs., wearing a white jacket, blue jeans, and armed with a .22 caliber silver handgun. Suspect #3 described as a Filipino male adult, 24 years, wearing a purple sweater. Both victims were uninjured. Case 990659474. *On May 30 at 9:55 p.m., a victim was standing beside her bicycle at Geneva and Naples when the suspect approached her and asked for a light. When the victim went to pull out a match, the suspect grabbed the victim's bicycle and attempted to flee. The victim struggled with the suspect for the bicycle. The victim's friend saw the robbery and chased after the suspect. The suspect fled the scene with the friend in pursuit. The suspect was later apprehended at a local gas station. The victim did not receive injuries. The suspect, Alex Thompson was booked on robbery charges. The victim turned and saw Suspect #2 hanging out the window of a car holding part of her purse. The victim was dragged a few feet before loosing control of the purse. Case 990678349. *On June 4 at 6:30 p.m., officers observed (a male suspect on the 3700 Block of Mission Street commit a graffiti offense to a merchant window. The suspect was cited for graffiti and possession of graffiti tools. Case 990681483. *On June 4 at 9:00 p.m., officers were conducting a follow-up investigation, on the 200 block of Brookdale Street to a robbery which had occurred the day prior on the 3300 block of Mission Street. The officers had located the suspect vehicle when a male suspect who claimed ownership of the vehicle came out. It was discovered that he had an outstanding warrant. Case 990682287. *On June 4 at 9:10 p.m., officers were on patrol on Sunnydale Avenue and Sawyer Street when they observed a vehicle and its occupants which had just driven past them. The officers had knowledge that the male passenger of the vehicle had and outstanding parole warrant. The suspect was taken into custody and booked at Ingleside Station. Case 990682174. *On June 5 at 3:52 a.m. on the 2500 block of Alma Street, officers viewed a male suspect dragging items from under a roll up gate. The suspect claimed the property was just laying on the public sidewalk. Upon further investigation it was discovered that the suspect had items from within the business inside of his personal vehicle parked on the street and in his pocket. The suspect was booked for burglary and possession of stolen property. Case 990683097. *On June 5 between 12:05 and 12:10 p.m., the victim was driving on Alemany Blvd. and Ellsworth when her vehicle was struck by the suspect vehicle. When the victim pulled her vehicle over to exchange information the unknown suspect made a U-turn in his vehicle and struck the victims vehicle from behind while she was sitting in it. The suspect then exited his vehicle and left the scene in a waiting pick-up truck. Officers located the suspect vehicle in the area. The suspect was described as a black male, 23-28, 5'7", 130 lbs., black hair, wearing black pants, black top, with white shirt tied around. Case 990687522. *On June 5 at 10:17 p.m. at Mission and Richland Streets, a Muni driver for the 14 line was at the rear of the coach adjusting the rails when she was informed by a passenger that the suspect had taken her Muni jacket from her seat and had fled the coach. Suspect described as black male, 16-18, tall, black jacket, dark pants. Case 990685720. *On June 5 at 9:10 p.m. on the 3700 block of Mission Street, the suspect entered the store and took an alcoholic beverage then fled on foot. Suspect described as white male, 15-20, tall/thin, blue jeans, blue vest, blue jacket. Case 990685526. *Between June 5 at 11:30 p.m. and June 6 at 12:30 a.m., the victim reported that while traveling on the 14 Mission coach riding southbound towards Excelsior and Mission Street, he had fallen asleep and when he awoke his backpack was open and his cellular phone was missing. No suspect description. Case 990689954. *On June 6 at 2:10 a.m., officers responded to the 1700 block of Sunnydale Avenue on a report of an attempted arson. Private security had detained a male suspect due to the fact they had observed him throw a liquid substance at the building which smelled of gasoline. Officers discovered a Molotov cocktail near where the suspect had been detained and the suspect made a spontaneous statement claiming ownership of such firebomb and as to what he could do with it. The suspect was booked for possession of firebomb, attempted arson, aggravated assault, and attempted homicide. Case 990686336. *On June 6 at 12:54 a.m., a vehicle was broken into on the 4400 block of Mission Street, and a man who was seen walking away from the vehicle following the break-in was described as an Hispanic male, 20, 5'7", 150, brown hair, wearing a red sweatshirt and blue pants. Case 990686160. *On June 6 at 7:25 p.m., a man exited his house on the 500 block of Arlington Street and saw a suspect attempting to open the hood of his parked vehicle. As the victim approached his car, the suspect, who was holding a screwdriver, fled the area on foot south of Arlington towards Bosworth Street. The suspect is described as a black male, 16, 5'6", 150, wearing a blue jean shirt, blue jean pants and black tennis shoes. Case 990689277. *On June 6 at 10:40 p.m., a woman living on the 700 block of Andover Street received a phone call from a neighbor who told her that someone was inside of her parked vehicle. The victim went outside and saw a man inside her vehicle. The man fled on foot north of Andover upon seeing the victim. The suspect is described as a black male, 20-25, 5'6", no further description. Case 990689255. *On June 7 at 7:00 a.m., officers were dispatched to the 1900 block of Sunnydale Avenue where a resident pointed out a male suspect who had been knocking on her door and would not leave. The officers detained the suspect and it was discovered that he had a no-bail warrant. The suspect was booked at Ingleside Station. Case 990689982. *On June 7 at 10:30 a.m., Ingleside officers responded to the area of 28th and Douglass Street in an attempt to locate a knife wielding suspect in a robbery which had occurred on the 5200 block of Diamond Heights Blvd. The officers took a male suspect who was still fleeing on foot into custody. Two knives were discovered in the area which the suspect had discarded and food items were recovered. The suspect was booked for robbery and aggravated assault with a knife. Case 990691222. *On June 7 at 8:26 p.m., at Andover and Cortland Street, the victim was at the park with his two young daughters and had left their bicycles unattended briefly. When the victim returned to the bicycles he saw two black male juveniles on the bicycles a block away. No further suspect description. Case 990694436. *On June 7 at 9:47 p.m., on the 3500 block of Mission Street, the victim was approached from behind by the suspect, who placed a semi-automatic handgun in his ribs and demanded to be let into the cash counting area. The victim managed to gain entry into the booth and lock the door before the suspect could enter. The suspect then fled the scene. Suspect is described as a black male adult, 20-23, 5'11", 150 lbs, wearing a dark warm up suit, dark pants. Officers arrested the male driver and later booked him for vehicle theft and warrants. Officers found two male suspects stealing parts from a vehicle. Both subjects were arrested and cited for auto parts theft. Case 990678543. *On June 11 at 11:05 a.m., a homeowner returned to his apartment located in the 300 block of Monterey to find that an unknown suspect had entered by prying the back window open and fled with a camera and VCR. Case 990710173. *On June 11 at 8:00 p.m., officers conducting undercover surveillance in the unit block of Kelloch Street arrested a male suspect on an outsanding parole warrant for narcotics activity. Case 990712533. *On June 12 at 8:00 p.m., a homeowner returned to his residence located in the unit block of Lessing and found the back door kicked in. No loss was reported. Case 990715612. *On June 14 at 1:55 a.m., several patrons were inside the Wild Side West Bar at 424 Cortland Ave. when two men wearing masks entered the bar and yelled, "This is a robbery!" The suspects then approached a male patron and demanded his ring, and when he refused to take it off, the suspects shot him once in the chest. The suspects attempted to rob additional patrons before fleeing without any of the cash register currency. The suspects are described as: 1) black male, 20-25, 5'10", 180, wearing a mask over half his face described as similar to the "Masked Magician" mask, wearing all dark clothing; 2) black male, 20-25, 6'2", 220, wearing mask as described above, armed with a semi-auto handgun. The victim was in critical condition with a single gunshot would to his chest area. Although no vehicles were seen, a witness thinks he heard a vehicle fleeing the area following the shooting. Case 990719238. *On June 14 at 11:45 a.m., a woman visiting her father on the 500 block of Edinburgh Street saw two men breaking into a neighbor's parked vehicle and called the police. The suspects fled prior to the arrival of Ingleside officers and are described as: 1) white male, 18, 5'7", 150, ponytail, wearing a white T-shirt; 2) black male, 19, 5'7", 150, "clean cut," wearing a red jacket and prescription glasses. The suspects escaped in an early 1980s honda Civic station wagon, silver in color, north on Edinburgh Street. Case 990721045. *On June 14 at 9:45 p.m., a woman was walking westbound on Crescent Street when someone behind her tried to grab her purse away from her. The suspect pulled the victim to the ground and dragged her several feet in an attempt to obtain the purse. The victim held onto the purse and refused to let go, and the suspect eventually fled on foot with none of the victim's property. The victim never got a good look at the suspect and described him only as a male, 6'0", 165, wearing a teal colored knit cat with a beige stripe, a teal colored sweatshirt and light blue jean pants. Case 990723734. *On June 19 at 12:37 a.m., a man was driving his personal vehicle south on Santos Street at Blythdale Avenue when he was forced to stop momentarily behind a double-parked vehicle. The man was then approached by eight males who surrounded his vehicle, and a white vehicle then drove up Santos from the opposite direction and stopped adjacent to the victim's vehicle. A man exited this second car and approached the victim, opening the driver's side door. The suspect then ordered the victim out of the car, and the victim complied and ran out of the area. The victim was unsure of which suspect(s) drove off in his car. The suspect in the second vehicle is described as a black male, 20-25, 5'5", 170. The next five suspects are described as black males, 20-25, and the remaining two suspects are described as Hispanic males, 20-25, no further description available. Such a spirit belonged to physician, Sun Reporter newspaper publisher and advocate Dr. Carlton B. Goodlett. In honor of this pioneering Bay Area leader, an 84th birthday celebration with a pictorial essay will be held at 12 noon on Friday, July 23 at City Hall featuring a performance by the Voices of St. Mark. Later that day at 6 p.m., a reception will be held at the West Bay Conference Center, 1290 Fillmore St., featuring a series of community dialogues sponsored by the Carlton B. Goodlett Institute. Increased Funding Requested for 2000 Census U.S. Senator Barbara Boxer (D-CA) on June 3 called on the Senate Appropriations Committee to approve the U.S. Census Bureau's request for additional funding to achieve a more accurate census in 2000. "Almost 22,000 people in San Francisco and over 800,000 Californians were not counted in the 1990 census," said Boxer. "This means that California has not been getting its fair share of federal funding." Among other things, census data is used to allocate federal funds for programs such as Head Start, Social Security, health care, job training and legal services provided under the Older Americans Act. On June 1, the Census Bureau announced it would need $4.6 billion for Census 2000, including funds for community outreach to increase participation and the funds for use of statistical sampling to estimate the number of people who do not respond to the Bureau's questionnaire. HUD Nominates 17 in San Francisco for Best Practices Awards WASHINGTON - Housing and Urban Development Secretary Andrew Cuomo announced on June 15 that 17 organizations and projects in San Francisco have been nominated for HUD's Best Practices Awards. The "Best Practices" designation describes HUD-funded programs that are maximizing resources by using innovative methods to make a significant difference in the lives of the people in the communities they serve. The top 100 HUD grant recipients recognized for their exemplary use of HUD funding will receive the Best Practices Awards at HUD's 1999 Best Practices and Technical Assistance Symposium called Building a Better Tomorrow in Kansas City later this month. "Many local governments and groups are successfully using HUD assistance for innovative programs to revitalize communities and bring new opportunities to American families," said Cuomo. "They are building affordable housing, sparking economic development, creating jobs, expanding home ownership and helping homeless people become self-sufficient. By recognizing these success stories, which we call best practices, we will help communities across the nation learn from each other. A HUD best practice is defined as a program management tool or technique that fulfills at least two of the following characteristics: 1) Generates a significant positive impact on those it is intended to serve or manage; 2) Can be replicated in other areas of the country, region, or local jurisdiction; 3) Demonstrates the effective use of partnerships among government agencies, nonprofit organizations, or private businesses; 4) Displays creativity in addressing a problem, and demonstrates effective leveraging of resources. More than 3,000 nominations were received nationwide in the following categories: Fighting for Fair Housing; Increasing Affordable Housing and Homeownership; Reducing Homelessness; Promoting Jobs and Economic Opportunity; Empowering People and Communities; and Restoring Public Trust. Best Practices Nominees Heritage Homes: The Geneva Towers Heritage Homes project involves the demolition of two high-rise buildings and the development of low rise garden apartments in its place. The project will provide 148 units of affordable housing, along with an on-site community center, and a separate county-managed recreation center. Social services, health care, day care, job counseling and other services will be provided by these two centers. As a result of the project, redevelopment of the surrounding area is taking place. New mixed-income developments are being constructed in the neighborhood along with a new police substation, new senior housing and new businesses. Housing Discrimination: Restrictive Covenants: This project was formed to eliminate race restrictive covenants. Race restrictive covenants are common in subdivisions developed in the 1930s and 1940s. They are still regularly disseminated to prospective homebuyers by title and escrow companies, county recorders, real estate agents, and homeowners' associations. Section 8 Communication and Collaboration: San Francisco housing Authority (SFHA) has implemented an enhanced communication and collaboration process with its current and prospective Section 8 property owners to improve its lease-ups. SFHA holds quarterly briefings with owners and regularly mails out training brochures with HAP checks. SFHA also has assisted owners to form their own landlord committee. Student Expectations Project: A partnership between the Unified School District of San Francisco and SFHA created a program to increase student expectations and achievement, and to combat social and economic obstacles. This initiative incorporates professionals in social services, community services, counseling, and academic services. The program has resulted in increased academic performance of public housing students, increased self-esteem and better socialization skills. The Bridge Project: This project provides transitional rental assistance and comprehensive services to chronically homeless individuals with HIV/AIDS, mental illness, and substance abuse. Community-Wide Approach: In recent years, supporting residents in becoming self-sufficient self-sufficient has become an important objective of any housing authorities. In order to enhance self-improvement opportunities for residents, the Housing Authority developed a Supportive Services Center. Services provided at the center to catapult residents towards self sufficiency include education, substance abuse, children/youth, family and employment services. Cameo Apartments/TNDC: The Tenderloin Neighborhood Development Corporation (TNDC) is a community-based nonprofit organization whose goal is to provide safe, high quality, affordable housing to low-income residents in downtown San Francisco. TNDC purchases and rehabilitates apartments, houses and residential hotels in the downtown area and provides comprehensive services such as: after school programs for youth, social service linkages and outreach for homeless families. Larkin Street Youth Center: The Larkin Street Services Assisted Care Facility is a 12-unit supportive housing program for homeless youth ages 18 to 24, providing 24-hour care and supervision to triply-diagnosed youth with HIV, substance abuse, and major psychiatric problems. Prince Hall Computer and Career Learning Center: This center, established at the Prince Hall Apartments in San Francisco, includes a travel agency operated by the residents of the apartments. Laurel Gardens Affordable Housing Development: Bethel AME Church, the S.F. Redevelopment Agency, the Bank of America, Fanny Mae, the San Francisco HUD Multifamily Office, the Mayor's Office of Housing and the Tenants' Association of Laurel Gardens formed a strategic alliance that saved Laurel Gardens as affordable housing at a risky time when property owners had a chance to opt out of the existing Section 8 contract. The alliance created a nonprofit organization that acquired the property by refinancing the mortgage. Neighborhood Networks Computer Learning Center: In cooperation with the S.F. Unified School District, the Center provides adult job training, basic education for community youth, and access to employment agencies for community residents. Notre Dame Plaza Senior Housing: This building was originally constructed in the mid 1800s as a convent and girls high school. In 1993, the Sisters of Notre Dame De Namur approached Mercy Charities Housing California to see if the building could be used for affordable housing. With the help of the City of San Francisco and neighbors the 66-unit three story building is now housing for seniors whose incomes falls below 50 percent area median income. sponsor, Mission Housing Development Corporation, resources were pooled
